For this reason, the US administration has launched programs to assist these businesses in acquiring surety bonds that would suit their needs.  Some states require adjusters to get a public adjuster bond and this is similar in other industries as well.

In the construction industry, surety bonds are considered to be a necessity. Since much of the companies involved within the construction industry are involved with potentially high-risk projects, these companies find it imperative to ensure that they are able to effectively manage any financial risk and/or loss that may occur between the time the project is awarded to the time that the project is completed. Surety bonds are able to fulfill this need by stipulating terms and conditions with regards to compensating the owners of the project being completed in the event that, for any reason whatsoever, the awarded contractor is unable to complete the project based on the terms and conditions stipulated on the contract.

Although this may be the case, not all companies within the construction industry are able to easily acquire a surety bond to apply to the contract of their project. This is especially true among small contractor companies and disadvantaged businesses. For this reason, the US administration has launched a number of programs that would assist small and disadvantaged businesses to acquire the needed surety bonds to protect them from potential financial risk and loss brought about by a particular project.

One such program is the DBE ARRA BAP. This program is currently administered by the Office of Small and Disadvantaged Business Utilization (OSDBU) of the Department of Transportation. Under this surety bond assistance program, qualified small and disadvantaged businesses would be able to apply for surety bonds that would reimburse premiums and fees that may be charged when bidding for and/or completing a transportation infrastructure project which is funded by the ARRA, allowing them to work on these projects on a lower working capital cost.

Surety bonds reimbursements provided by the DBE ARRA BAP would require a premium fee which ranges anywhere between 1 and 3 percent of the total bond coverage amount. This would be applicable for qualified surety bonds that have been issued between August 28, 2009 and September 8, 2010 only. Qualified surety bonds include Bid – or Proposal – bonds, Payment bonds, and Performance bonds.

Another type of program is the Surety Bond Guarantee program, which is handled by the Small Business Administration (SBA) of the United States. This program provides assistance to small business owners and contractors who are unable to qualify for bid, payment, performance, ancillary, and reclamation bonds with commercial surety companies for projects costing $5 million and below. Here, the SBA guarantees to reimburse the surety in the said bond a percentage of the losses that may have been incurred due to a contractor’s inability to complete the contract of the project awarded by the owner.
